David Bowling became OHCANN’s Executive Director in late 2024, following his tenure as Deputy Superintendent of the Division of Cannabis Control, where he played a pivotal role in establishing Ohio’s adult-use marijuana program. With a background as Deputy Chief Legal Counsel for the Ohio Department of Commerce, he brings extensive legal and regulatory expertise.
Bowling is dedicated to supporting OHCANN members’ success in a responsible, regulated market while championing the broader cannabis industry.

Following a distinguished fourteen-year career as the Chief Financial Officer for the Ohio Department of Commerce, David joined OMCIA to assist with finances where he is responsible for budgeting and accounts payable and receivable. His professional experience includes having served as Chief of Staff for the County of Summit Legislative Branch and Director of Finance for the City of Munroe Falls. Hannan graduated from Kent State University with both a Bachelor of Arts in Political Science and a Master of Public Administration with a concentration in Public Finance.
